DHA Smart ID Card: The Complete Guide to Replacing Your Green ID Book

Choose what you need help with ⤵️

South Africa’s Green ID Book is being phased out, with a firm end date now on the horizon. If it is still your main identity document, now is the time to understand the Smart ID Card and choose the right way to make the switch.

What is the Smart ID Card and why is it replacing the Green ID Book?

The Smart ID Card is South Africa’s modern physical identity document, designed to replace the green bar-coded ID book.

It performs the same essential role — proving your identity for everyday transactions and services — but uses a more secure, modern format.

One of the main reasons for the transition is identity security. The Green ID Book is paper-based and uses a manually attached photograph, making it more vulnerable to alteration and identity fraud.

📌 The Smart ID Card combines a more secure physical format with biometric identity verification, including fingerprints and a digitally captured photograph during the application process.

It is also designed to work with the DHA’s increasingly digital service environment, including modernised Home Affairs offices and the expanding network of participating bank branches.

Is a Smart ID Card the same as a Digital ID?

⚠️ No. They are related to the modernisation of identity services, but they are not the same thing.

The Smart ID Card is a physical identity document. South Africa’s Digital ID initiative concerns the development of digital identity services.

For now, applicants should not treat references to a Digital ID as meaning that the physical Smart ID Card is no longer necessary.

3 things you need to know about the Green ID Book phase-out

1️⃣ Green ID Book production ends on 31 March 2027.

The government plans to stop producing Green ID Books on 31 March 2027.

The machines used to produce the books are due to be permanently shut down and decommissioned.

This does not mean existing Green ID Books suddenly become invalid on that date. There is a separate deadline for their use.

2️⃣ Green ID Books stop being valid identification on 31 March 2028.

The crucial date for current Green ID holders is 31 March 2028.

From that date, the Green ID Book is set to stop being recognised as a valid form of identification under the Identification Act.

That gives existing holders a transition period, but it also means the move to a Smart ID Card is no longer open-ended.

3️⃣ Do not leave the switch until the last minute.

If the Green ID Book is your only identity document, you will need to move to a Smart ID before the validity deadline.

There are still millions of people making this transition, while DHA is expanding access through its offices and banking partnerships.

⚠️ Waiting until close to the deadline could leave you trying to make the switch at the same time as many other Green ID holders.

The practical approach is to establish which application route you qualify for and make the change before the deadline becomes an immediate problem.

Who can apply for a Smart ID Card?

Eligibility depends on your situation and, in some cases, the application channel available to you.

  • Green ID Book holders: can apply to replace their Green ID Book with a Smart ID Card. This is one of the main groups covered by the current transition and Partner Branch expansion.
  • First-time applicants: South African citizens can apply for their first ID from age 16. A qualifying first-ever ID is free of charge.
  • Existing Smart ID holders: if your card was lost, stolen or damaged, you can apply for a reissue or replacement. Selected participating bank branches also provide this service.
  • Naturalised citizens and permanent residents: access is expanding, including through the Partner Branch rollout for eligible applicants. Availability depends on the current DHA rules and rollout.

📌 The application route available to you can vary according to your eligibility, the service required and the participating branch. First-time applications, for example, are not yet available through every banking channel.

How much does a Smart ID Card cost?

The amount depends on why you are applying.

For the main application categories:

  • First-ever ID from age 16: free;
  • Green ID to Smart ID for citizens aged 60 and over: free;
  • Green ID to Smart ID for other citizens: R140;
  • Smart ID replacement/reissue: R140;
  • Temporary Identity Certificate: R70.

The DHA’s Smart ID requirements specifically confirm free first issuance for young people aged 16 and above, free conversion for citizens aged 60 and above, and an R140 charge for other citizens in the categories covered by its requirements.

💰 If you are 60 or older and converting your Green ID Book to a Smart ID, the conversion is free.

The same does not automatically apply when replacing a Smart ID you already received. A lost, stolen or damaged Smart ID is generally treated as a reissue, with the applicable R140 DHA fee.

Banks may also have their own payment arrangements or service charges. For example, some Partner Branch services add a separate bank service fee to the underlying DHA charge.

Check the total amount for the application channel you intend to use before starting.

Key benefits of the Smart ID Card over the Green ID Book

The transition is about more than replacing an old document with a smaller one.

  • 🔐 Better protection against fraud: the Smart ID uses a more secure format that is harder to alter than the paper-based Green ID Book.
  • 👆 Biometric verification: fingerprints and a digitally captured photograph help connect the document more securely to its holder.
  • 🪪 More practical physical format: the Smart ID is a compact, more durable card designed for modern identity verification.
  • 💻 Integration with modern DHA services: the card is part of the broader move towards digital Home Affairs processes and modernised service points.
  • 🏦 More places to access services: DHA’s expanding banking partnerships allow eligible applicants to use selected Partner Branches for Smart ID services.

Not every participating bank or branch provides every Smart ID service yet, so availability still needs to be checked before applying.
